I don't know about "legally" since there isn't any law that says they have to do it although they have their internal policy that says they'll unlock it for you after you've been their customer for at least 90 days.

Basically, I'm suggesting that when you call (tech support not customer service) be nice and ask if they can unlock it for you. Don't demand.
